3 planetary refinerys what orbital type do l build for it to produce steel?

If the economic influence is working properly, then any orbital station (Civilian or Commercial Outposts, Coriolis, Orbis or Ocellus) with a basic Colony economy should pick up the refineries below and start making Steel (and the various other metals)

The rollback of the previous accident seems to have left economic influence from facilities in a dubious state right now, so don't build anything you're not prepared to have not work in the short/medium-term.

(At some point, when Frontier have fixed a few more bugs, I'd hope they'd do a "catch up" pass over the existing builds to make sure everything built so far is properly online. But no guarantees of that, either)
 
Is the golden rule to build the station first and then the installations/settlements to influence it?

Just to be safe.
 
That's probably the safer order, in that you can see how much effect the influence buildings are having as you go, and stop once you have enough.

"Safe" is probably not a concept that applies to colonisation in its current state, though.
I wish I'd known the 'Stop' rule. Had a perfectly working Refinery economy with just a Planetary Outpost, Extraction Settlement and Refinery Hub. I added an additional Refinery and that threw the Economy into Extraction. Absolutely makes no sense. That along with my Poop Factory Orbis, has made me quit the whole Colonisation process until it gets sorted out by FDev otherwise I'll end up doing more damage.
