Do you have ps4 or ps4 pro? normla ps4 output only fullhd even if screen is 4k, but ps4 Pro out puts 4k if you have selected 4k as output resolution in options. 1080p/60hz is possible on HDMI 1.4 but 4k/60Hz isn't.
My ques is that your ps4 is outputting 1080/60, but because tv HDMI port or cable is HDMI 1.4 so 4k/60Hz is impossible as 4k/30Hz is max bandwidth.
But if you have ps4 pro and output 4k, are you using same HDMI cable and same HDMI port on tv as with ps4 pro? if TV screen is 4k and you use same cable than with ps4 that means that the HDMI port on your laptop is only HDMI 1.4 standard (4k/30Hz).
You can check the specs for the laptops external HDMI port from most retailer sites, manufacturer's site or usually on manual for laptop. Ff its HDMI 2.1 then you should go to nvidia control panel and see if there is options for changing the hz or/and resolution for external monitor, if the out put has defaulted to lower hz.
On most laptops the external ports aren't connected to deticated gpu but are routed through intels integrated gpu (this way laptop can save battery power by only using dedicated gpu when internal can't handle the load) and it could be that lower band with connection is used for external port than laptops own screen (witch can be 4K/60Hz) as 1050 can out put 4k/144 Hz.

You could change the resolution for tv in Nvidia control panel to be 1080/60Hz and it would allow you to have your laptop out put 60Hz to TV
