Newcomer / Intro 30fps only on TV by hdmi (60fps PS4), but on laptop up-to 144fps

Maybe your TV has a "game mode" that unlocks the refresh rate and it does it automatically for PS4 but not for the PC? Some TVs do weird things.
Other than that I have no idea. Maybe trying a different cable.

No, I got fps counter from Steam, and as soon I connect hdmi, its show 30fps. I tried sport & game mode.
That's likely to be the refresh rate on the TV then & the laptop is using VSync to prevent screen tearing.
Could also be a crappy, low quality/old HDMI Cable, try a different one.

Okay, then try to narrow down the possible causes.
If you have a PC monitor, try connecting the monitor to your laptop via the same HDMI cable.
If the FPS drops to 30 there, too, then it's either a cable or graphics card settings (something messed up in the software or drivers that limits the GPU output to secondary monitor to 30FPS). If it goes at normal speed on the monitor, then it's the TV that's at fault and you'll have to dig into that one.
Also (and you should probably check that one first - There is a FPS limiter in the graphic options. Maybe it defaulted on 30FPS instead of 60 or "Off" when you effectively switched monitors.

Do you have ps4 or ps4 pro? normla ps4 output only fullhd even if screen is 4k, but ps4 Pro out puts 4k if you have selected 4k as output resolution in options. 1080p/60hz is possible on HDMI 1.4 but 4k/60Hz isn't.
My ques is that your ps4 is outputting 1080/60, but because tv HDMI port or cable is HDMI 1.4 so 4k/60Hz is impossible as 4k/30Hz is max bandwidth.
But if you have ps4 pro and output 4k, are you using same HDMI cable and same HDMI port on tv as with ps4 pro? if TV screen is 4k and you use same cable than with ps4 that means that the HDMI port on your laptop is only HDMI 1.4 standard (4k/30Hz).
You can check the specs for the laptops external HDMI port from most retailer sites, manufacturer's site or usually on manual for laptop. Ff its HDMI 2.1 then you should go to nvidia control panel and see if there is options for changing the hz or/and resolution for external monitor, if the out put has defaulted to lower hz.
On most laptops the external ports aren't connected to deticated gpu but are routed through intels integrated gpu (this way laptop can save battery power by only using dedicated gpu when internal can't handle the load) and it could be that lower band with connection is used for external port than laptops own screen (witch can be 4K/60Hz) as 1050 can out put 4k/144 Hz.

When you get the slow frame rate - is your laptop running off its battery or is it connected to a mains power outlet?
Some laptops drop performance in battery mode so the battery lasts longer.
In fact you may find that your laptop has two entirely different sets of settings - one for battery and one for mains.
