33,000+ LY's From Sol & You Need A System Permit?

I am in the Perseus Arm and what I would call northwest of Colonia.

There is a whole section of stars with the name Hyponia that requires an unknown permit.

You can go to Hyponia SP-N D7-400 in the galaxy map for an example.

This is over 33,000 LY's from Sol.

Why do these require a permit or is this a bug?

Prob they gonna be Alien home system thete r huge region locked after the center as well as South from the bubble they will require region permit i guess...
