Newcomer / Intro 4 pips in system with shields down

Yesterday I didnt a bit of PVP in Ngaiawang.

I am chassing a Viper with my Cobra that choose the pirate side in conflit zone.
I brought down his shields and his hull was at 50%.

I dont think he was really running, just trying to get me away from the other players because at one point he turns around and rams me.

I am not sure if he was cheating, I really dont want to be a bad player and accuse everyone better than me to be a cheater but I do wonder what happened.

We were both at full speed, my pips were in engine and weapons, my shields were full, and I lost all my shields and my hull dropped at 36%.
I dont even think he lost a bit of hull, although he didnt have any shields.

Is it possible? And is it usefull to have 4 pips in shields when shields are down to reduce damage?

he may have A3 shields and reinforced hull.... ramming is nasty but part of the game....move on CMDR...)

I'm not sure about the damage but I guess it's possible? Maybe he loosed some rockets or something at the last minute to weaken you?

As far as I know, shields down means no protection other than bulkhead armour (which is a constant defense bonus/negative depending on bulkhead type). Having pips in shield (SYS) only protects you when shields are not depleted.
Pips to SYS will speed up shield recharge rate however. Similarly, shield cell banks do nothing once shields are depleted.

I didnt die, I couragesly managed to run away and anyway I was willing to take the risk.

I just want to understand what happened.
