It's part of the balance.

Weak shields recharge ungodly quickly. Powerful shields can withstand far more hits, but take much longer to recharge. Have you ever seen the time it takes for a Conda to bring its shields back online?

If it's that big a deal to you, equip a shield cell bank before FD nerfs them.
