If you think about it, there are like 8 billion people per planet, for some of the more populated planets, and even smaller systems with only 1 starport have like 20-30k people, i estimate like atleast 20-30 billion people in the starting area bubble thing (going by how many people are in each system from the galaxy map btw) so because there is that may people, there would be pirates 100ly 200ly even 600ly out.
