4E Burst laser heat question.

I've been looking over numbers and experimenting with various builds and noticed something that maybe isn't right?

Huge burst lasers generate an insane amount of heat! The numbers for the beams are quite simple. It flat out says 7.7 u/s. The bursts have a thermal load of 4.5 per shot, shoot 3 shots per burst, and each burst happens every .65 seconds with .33 seconds between each pulse. That creates a total time between the first of every shot being 1.65 seconds. It generates 4.5*3 every 1.65 seconds, or, 8.1 units per second. In testing, two huge bursts fired alone, unmodded, over-heated my ship before the cap drained to 75% full, but the beams don't overheat the ship until the cap has around 10% left.

Judging by the number of all other sizes and pulse weapons, I would have expected the 4.5 thermal load to be 1/3rd of that value. It would scale in the same manor as the pulse laser going from large to huge.

On a side note, why does the huge burst laser behave like a pulse that skips every 4th shot? Shouldn't it act a little more like the rest?
