Although you said that you were willing to travel.. 
Just bought a 5-bin Refinery today in Sol, think was either at Galileo or some US president. 160k or so.

certainly not with having to get a cargo scoop (another thing i cant find :/) and a laser
Erm, every ship comes with a cargo scoop ;p For the laser, you do need to buy one.

Two or three-bin refinery is ok for mining to get started - you can upgrade after the first run or two if necessary.
The only thing a 5-bin does over that is to marginally hasten mining (a second or so per scooped up chunk), and make it just a bit less of a hassle. You might also need to offload some precious metals with the smaller refineries occasionally, but it's not a big deal.

Dont forget that once your cargo hold is full, you can refill the refinery bins, giving you extra cargo space
