Hi-tech stations are always what you want for better outfitting options. Use the filters on your galaxy map to find the nearest ones.

A long long time ago (in our galaxy) I think I had to buy one. I know this maybe doesn't help much, but if I remember correctly the system name starts with CD-51 (should be somewhere around Achenar). Otherwise, jump around Hi-tech and Industrial systems that are well populated (population filter in map view around 30% so you filter out those that have more chance of having good stock)...

Pretty sure I got my last A5 FSD at Golden Gate in Alioth (after buying a discounted Asp at Irkutsk).
If you don't have an Alioth permit, the previous one I got was probably from Cochrane Enterprise in Cantjarisni.
