Unfortunately, you can't buy Modular Terminals. The only way to get them is from Mission Rewards, three at a time.
So you still have a bit of mission grinding to do after you get the permit.

unless you swap them for palladium etc on the goods swapping portal thingy majob / discord

but.... they're not too bad to collect if you do missions to get the sirus permit as most of the sirus missions tend to give modular terminals (or they did for me)

The only reason I said buy is because I saw it in a post recently that you can buy them. However, I have to agree that the way I did it was as mission rewards. Can't remember what post it was but it mentioned a specific market that sold them. Maybe I misread though. I am known to skim-read occasionally.

Edit: EDDB says you can't buy them just as per usual. I probably misread the other post.
