err , please correct me if im wrong about this, but when a PP power is in deficit , shouldn't it be unable to AFFORD to make expansion attempts , unless it somehow makes something inbetween the initial calculations to positive/negative , and the check when deducting 1st, 2nd, ... prepared.s ?
i noted that when turmoil worlds add to a sub total somwhere along the way , its a positive, BACK on top of the initial calculations , so ... what ... if it's such a expensive world , that the remaining after their upkeep is returned , is THEN, more than 1 or more expansion attempts , the second deduction , for attempts , then finds a surplus , and it doesn't matter that the positive balance wasn't initial income ?
hmmm , imaginable if the amount was small , but this turn the TOTAL for expansion attempt costs , would be quite a bit ... EIGHT systems ... and quite a few good ones ... whereas only TWO worlds were in turmoil , not that more than one should add to a higher total ... only a single , LAST to be getting or not getting to a above zero position , amount, should ever as i understand it , amount to a positive subtotal , AFTER the initial deficit.
so just to summarize , is it ...

turmoil world 1 ... still D ... 2 ... OK ... a little in the black.
and THEN ... expansion purchases?
please tell me that's wrong , and that the super-server's aren't working it out SO BADLY , that somehow ONE mere turmoil 'spare change' , is supposed to somehow be enough for the 8 worlds taken this turn.
