My understanding is that if you're killed after being scanned while you have that bounty active you'll have to pay the 97M as part of your rebuy, so you need to avoid dying until the bounty expires and becomes a legacy fine.

The additional rebuy cost only counts if the last station you docked in was controlled by the faction holding the bounty. I've died with both a large fee and a legacy bounty and can confirm the mechanics are in place, unless something changed in 2.1. I still have a 1M CR legacy bounty in Maiki, even though I have died since I got it. But since I docked in outside stations, I never had to pay the fine on rebuy

If the bounty counts in a larger area (eg major faction) or is Galaxy wide, it will say this in your transaction page.
