Where in federation space can I find one? I've probably visited close to 20 high tech stations by now with no luck.

Just tried it and can't find weapons anywhere in there, can only find places for trading and what not

There's no such thing as a A 4 Cannon...

Either way, you search for modules here.

Not really relevant, but for RP purposes my Cmdr. carries an overpowered handgun called a "Tatooine Avian" (as in "Desert Eagle", yeah?)

It's an A4 Cannon for your hand.

Yes. Here's a website that lets you see all the mods, how much they'll cost, their effects, etc, on whatever ship you want.
