A bit of staff accessibility problem

So, one I know is having a problem with the game. He said that his keepers cannot access some habitats. I asked him to provide me staff traversable area heatmap of the zoo, and what I got were these. It's Baird's tapir habitat and flamingo habitat, both inaccessible to staffs.
I couldn't find the problem, could you guys tell me what's wrong?

I don't see a problem for those pictures. Usual fixes include - unpausing the game , deleting and replace the habitat gate, and remove part of the staff path and replace it. Also restarting the game can help sometimes
