A canister of Gold found laying around on a planetary surface is "stolen"?

:O Was surface prospecting today for rare raw materials and came across a couple canisters of Gold laying on the planet's surface. Not inside any protective zone, didn't shoot any skimmers to get it or anything, just laying around out in the open so I scooped them up. Get back to my "base" star port to discover it is apparently "stolen". The commodity market will not accept it (it does not appear in the "cargo" column) and of course, for no particular reason the black market at this station is suddenly offline.

:S So now, if I find cargo laying around out in the open and I scoop it up I am stealing it?

:S Also, where did all the "WANTED" sentry skimmers go? I came across several protective zones on planetary surfaces today, couldn't shoot down a single sentry skimmer because apparently now, there are no more "WANTED" sentry skimmers.

It's RNG mostly, at least used to be...

Before you pick up anything, check what the left lower HUD states. Legal Salvage vs. Illegal Salvage. Then decide whether it's worth picking up or not.

The Black Market will be closed by the Controlling Faction
The Services Black-market filer on the Gal Map shows open ones
It is registered to someone else hence stolen.

If POI have Legal Salvage or not and Wanted Skimmers or not depends on the PoI and faction in hand, and if it is a Mission PoI
