I like the new C&P system (it suitably upsets the leet pvp'er out there

However I have a couple of tweaks that I think may make it more robust. This is an either or not both, I'd like to see one or the other put in place but together it would be point less as they both address simialr issues.
Report crimes on reports crimes you commit - i.e if you shoot a 'clean' cmdr you get reported and wanted regardless of what they have set their crimes to. This is punishing a crime (attacking a clean cmdr) that you commit.
This make the emphasis on your actions not the choices of your target. This would stop the so called pvp griefing of crimes off players.
The other would be to indicate in the target panel if they have crimes on or off. This then allows the pvp'er who just want the 'goodfights' to target and attack each other without issues etc. And if someone switches it back on duing an engagement gives the opponent visual queues so they can disengage as they see fit.
These are just to see about giving a more robust system that addresses some of the complaints I hear from pvp'ers I know.
