A couple of points

First how do you see how many scans you've done. It doesn't seem to be obvious on the right hand panel.

Second here is a three water world F class system: ZP-X D1-33 BC 4
There is another water world on the closest F star in the down direction, about 10 ly but I didn't get the coordinates. This is towards Lyra

Does anyone actually seek these systems out?

It's probably just coincidence but it seems like F class systems have more water worlds. Anyone else noticed that? Could have just been random luck tho.

Lastly going up seems to be very popular, I'm finding few unexplored systems at 1200 ly while going towards Lyra turned up many at 500-700 ly and going back was still finding a few at 100-200 ly. I seem to have run into an area with few stars at 1200 ly up and my only slightly upgraded Anaconda is hitting can't get there from here. ED Shipyard max range numbers do not agree with what ED lets you do too. The shipyard runs a couple of ly more than reality.
 
Water worlds are reasonably valuable cartographic data, most people scan them.

You can see how many scans you've sold, but not how many unsold ones you're carrying (Lvl2/Lvl3 scans in the statistics.

If you're a couple of ly range short of the ED Shipyard max you might try running with less fuel, you can get a few ly more range by running on half empty tanks.
 
People are targeting high value systems. There are those that choose stars with the most probable chance of Earth-like world (F,G,K class stars according to the statistic in this thread https://forums.frontier.co.uk/showthread.php?t=119065 ).

Even those that are in the habit of honking and leave have a hard time to leave ELW, Water worlds and Ammonia worlds unscanned.

Don't talk to me about Ammonia Worlds, they are like hen's teeth. I have discovered 5 in 4500 systems !!! (but 20 Earth-Like)

Ammonia Worlds seem more prevalent in the Perseus Arm. On my last trip I found 11 ELWs and about the same number of AWs. Could have been luck, I suppose.
