A couple of questions

Love playing ED takes me back to 1984 but a couple of things puzzle me??

Firstly is when i am in combat with a wanted ship and there are security forces nearby, occasionally I will have the security turn on me even though I am not wanted or have any bounties out on my head.
Secondly why does a plasma accelarator need ammo!!! plasma is pure energy
And thirdly why do fines creep up once you dock ... got fined $400 but by the time i docked it was $600

Now things I would like to see in the game

Mining to be greatly improved as it sucks worse than EVE at the moment. Even bringing back those remote mining units would help.
Send security forces pilots to some kind of flight school so they dont end up flying in to my beam lasers
Proper military missions like Frontier so i can bomb the hell out of the federation
And more ships because after the cobra the increase is very very steep pricewise

The security will turn on you if you accidentally shoot them. They could also turn on you if you attack a ship that belongs to their faction, even if that ship is wanted, which I think is a bit crazy. I've also seen a bug where system security vessels will open fire on clean vessels with no reason.

I'm not sure what the in universe thing is for a plasma ammo requirement. Perhaps it needs some kind of accelerant that runs out after a while?

If you leave a fine for a while, it'll increase and can turn into a warrant. Shouldn't happen inside a few minutes though.

The faction issue is not a bug, per se, as the developers intend that as far as I know. It may seem strange or not, but I think that was how it was intended. We'll see if they modify it.

The rule is simple enough - if you attack someone in a faction, wanted or not, their friends get upset with you. Some of those friends may decide to fire on you, whether you are clean or not, whether they are clean or not, as they are that upset. Some of those friends may be in the local law enforcement, some will not.

Those that fire who are not law enforcement will become Wanted if you are clean, and you can retaliate. The law never become wanted, and you can't retaliate without a bounty.

However, there is no actual faction change, it is local upset - so if you SC out and straight back in, the people you find in the instance now won't know of your previous attacks on any factions, and will be back to the default state of your faction status.

You can avoid it in the first place if you like, by checking the faction of the Wanted ship before you fire, using the Contacts panel on the left.

I think it fair that other non-law ships may or may not attack you when they see a buddy under attack. As for whether the law ought to put faction above law enforcement, that's a call for the devs on how corrupt they want the police ships to be!
