It's normal. I spend most of my time in combat and I've seen the above, as well as authority vessels spontaneously attacking clean NPC ships for no reason. I've been attacked by NPC authority ships many times when I haven't fired a shot and am clean (not wanted).
Not sure if it's buggy or if the developers intentionally made some NPCs 'bloodthirsty'. But yeah random/unprovoked attacks are common.
Well that's nothing special. Has happened to me several times. I even got interdicted by a Security Force Viper once, that tried to kill me. No smuggling, no bounty. Nothing illegal. Got away that time without damage.
Today howewer, I got blown apart leaving a station for no apparent reason. No idea what happened. Got scanned going in. All was well. Had docked to trade. Inside I paid a 400cr fine (the reason of which I didn't know either). I wasn't smuggling anything. Checked again afterwards if I had anything onboard that was illegal without me realizing. Everthing completely legal and above board. Didn't fire at anyone, hadn't even deployed hardpoints. Went through the opening and suddenly the station started firing, and blew my Cobra to shreds. Don't know if there was any message, went down much too fast. Most annoyingly I not only had to pay some roughly 40.000 Cr for the insured bird, but I lost more than 200.000 Cr worth of cargo, which was almost everything I had earned the last three sessions I played. Now I'm almost broke with some 15.000 Cr left and can't even complete the missions I had started (no fines there though - lucky me). Infuriatingly enough just an hour prior I was destroyed by another station because I had forgotton to ask permission to dock and simply couldn't get out again fast enough when I realized my mistake. That had already cost me some 80.000 Cr. I know I know. It's my own fault. I was a bit tired and didn't pay enough attention, but at least there should be a chance of rectifying your mistake, or maybe a warning prior to entering illegally.
It's annoying enough that the "law" only knows one penalty and that murder seems to be the same offense as illegal parking. But getting destroyed and losing everything but your ship for no reason is very demotivating. Trading sometimes is tedious enough and the thought of sitting down again and spending days (I don't have the time to play many hours every day) getting everything back is very frustrating especially since it could happen again any time and since there are no savegames, there's no way to do anything about it. It's annoying enough when other player are unfair, but that's ok because they are human. But at least the game itself should be fair to a degree. It's a game after all. I guess I'll leave it be for a while till I've cooled down. This really really brought me down
