A Faction is Missing - Local Faction

With powerplay we can choose 1 of 10 factions to further their aims.

But what if i dont want ANY of the factions to take over MY system.

Currently i see no way for unfiliated parties to undermine the factions trying to hold/take a system.

Why should we NOT be able to wrestle a system from the factions and return a system to neutral status.

As far as I understood power play we CAN make system power-neutral by joining the conflicting power and undermining the system in question. So, I guess, you have to temporarily join an opposing power, if you really feel like expelling the power you don't like.

You could be a little more precise with the word "factions". It's a bit hard to make out what's the idea when there are minor factions, major factions and powers.

EDIT: Just to clarify.

Minor factions - local factions
Major Factions - Fed, Imp, Alliance, Independent.
Powers - Duval, Delaine, etc.

I'm afraid you're correct, some people I know where working on a minor faction in two systems. One of those systems is now currently being exploited by a power and apart from joining another power I don't think there's anything they can do about it. That said, it seems relatively simple to stalemate systems if both sides keep meeting their respective fortification and undermining quotas (which are rather low and easy to obtain right now).

Without joining PP, you can help Minor Factions with influence by taking and completing missions offered by that faction. You will not be able to influence anything happening within PP though.

I know, but i would like the option to help a system oppose ALL powers - to deny power ownership alltogether.

The most you can do, outside of PP is support a minor faction as I mentioned above. You could join the PP 'Power' that has control, or exploits that system and work for them. But, that's about it.
