I have a Cutter and a Carrier and wouldn't mind bringing supplies, but how? I've never done it before and I can't see what is needed in the Galaxy Map or Inara. Do I need to buy a bunch of steel/aluminum/titanium at some station, transfer it to my carrier until the carrier is full, jump to the target system and then unload it all there with the Cutter? Does the under-construction station have large pads?

Yep, steel/aluminum/titanium is what they need most. Yes, the site has large landing
Pads. I went there first with my explorer, docked at the construction site and checked out what they need most. Then I jumped my FC to the system where I usually buy my stuff, filled the FC up and then to the construction site to unload.
