i bought the game a few days ago, and i saw a guide when i need to mine i need to find the hotspots with the discovery scanner. The problem is that when im in discovery scanner mode i cant move my camera and im getting to get really annoyed with this stupid game.

have you been to options control and set it up it wont work otherwise
You find hotspots with the DSS (Detailed Surface Scanner), so it's those controls you need to set up.
suggest you watch u tube training vids,after 3 days youre expecting to much, this game can be complex it takes a while to grasp it,good luck with youre progress it will all fall in place
im looking in the (spectrum system scanner) but i have it on turn left and turn right with a and d but is still not moving
i have looked at some videos but they dont say anything about this problem im having
go to option controls at bottam system scanner set pitch and yaw save chages

Note that each different scanner has it's own control set ups in options so you'll need to do it for all of them. I found this video helpful when I started learning how to use the different scanners:

what to do if after saving this settings next time launching game i have to set them again? it seems game save this settings only for one session.
You have to have same devices plugged in to you PC before you launch the game, as you had when exiting game after you set the controls. Game should remember your bindings then, and you should see that you use 'custom' preset in control options.
Don't pick any other preset, that 'custom' is the one you had previously picked and modified.

Note that keeping copies of your binds files in the same directory can cause changes to not be saved. Keep copies elsewhere.

I just switched to mouse/kbd after using an xboxo one controller for a long time (some repetitive stress is getting to my thumbs, at 50 when you've been gaming since the 1970s it takes it's toll..:/ ) and I had to jack up the mouse sensitivity on the FSS way high to get it to my liking. I now like it WAY more with the mouse than I ever did with the controller.
