I have a vision:
Minor factions doing their thing like the already do, but players can really and truly enlist to them to support them.
As minor factions reach a critical mass, they automatically mature into a power. If a Power drops below that critical mass, it collapses and reverts to minor faction.
Powers and minor factions they control influence each other. Similar philosophies and alignments augment each other generating influence for both power and minor faction. opposing philosophies and alignments conflict with each other, eroding the influences. In the end either the power is being thrown off, or the faction succumbs and retreats. Both minor factions and the power if present generate missions.
Out of faction states mini-CGs emerge dynamically. Faction is in outbreak state ? A mini-CG is triggered to combat that. Those mini-CGs can pop up at any time, not just only on fixed days and last until either the state is being removed, at which time whichever tier has been reached gets paid out. Or completing all tiers would end the state automatically. Those CGs would have lower thresholds and lower rewards than what we have now, the main rewards would be from the actions required by the CGs. There would be potentially hundreds of those active at any time.
Similarly powers can generate major CGs to achieve a larger overarching goal. Those would pay better than what we have now but be far more rare.
All this is meant to create a more seamless overall experience as opposed to the current power system, detached from the BGS and those CGs that artificially start on a set day and need so much manual input. Of course the current powers would have to either go or be converted to powers of the new system, attached to a large minor faction. This is a total reset of everything we currently have, except for the underlying BGS from which all else is being spawned. Power specific modules would also be a thing of the past. The existing ones could be moved over to engineers offering the fitting blueprints.
