A loitering infraction for staying on the "outside" of an outpost for too long.

Very simply, something to encourage people to "ENTER HANGAR" if they're going to be there for longer than a couple of minutes.

We've all done this (I know I have), gone to the bathroom after landing on the pad at an outpost, or simply lost track of time whilst looking through the commodities market or whatever, and forgotten you're at an outpost where there might be others waiting.
It's an easy mistake to make, and I'm sure no-one does it intentionally.

So how about a loitering warning, like the one we have for hovering over another pad. Say, 4-5 minutes. If you're gonna be longer than that... "encourage" people to go inside and clear the pad.

As I said, I've done it myself; lost track of time and/or the fact that I'm at an outpost, and then thought "Oops!" once I realise that someone was waiting. So I'm not asking for any less punishment than would be dished out to others... just "encouragement".
 
Unless it's been changed, i didn't think that going inside actually cleared the pad, it still counted you as being 'on it'.

Otherwise how would you launch if someone else is sitting on the landin pad?

If you want to be nice in a busy outpost and are going to stop for a while, you can briefly log out and back in while docked. this will (I think) effectively put you into solo mode until you next enter hyperspace.
 
Interesting idea. It does remove a bit of the 'brutal' reality of Elite though. If you shoot a ship on a pad you get a fine but not a bounty as I understand it- a bit harsh measure but maybe worth an experiment.

I have only had the issue once myself. I have often wished to see such a docking queue at a station - not a forever wait, but where a pad was not immediately available and several ships were "in line" ahead of me with many coming and going.

But I agree with the basic idea. The person running an outpost would surely want to sell more fuel or whatever so "turns" on the landing pad need to happen in a timely manner like turns on a restaurant table.
