Greeting commanders,it is a privilege to announce that by the wisdom of our Lady Zemina and hard work from many commanders a new agreement has been met by the empire and Kappa farmers union.Trade agreements,help for future development of Kappa and protection from federation agression are all included in the deal.The farmers will change from narcotic agriculture to a more suitable and profitable sort,freeing themselves from bondage of drug trade.While the majority of the farmers and their leaders welcomed a cnance to return to honest work,some stubborn farmers,the ones cashing in on drugs and wich don't care that they poison the minds of youth galaxy wide,called for symphatisers galaxy wide to oppose the expansion by force.This call was answered before by hundreds of commanders before to oppose the federation military intervention that killed thousands of civilians in a planetary bombardment of unarmed farmers.However the Zemina agreement is peacful and beneficial to both parties,where the federation failed by force,the empire will sucseed peacefuly,by the grace of the emperor.
A high ranking kappa farmers union official said:
"The trade agreements will bring prosperity and security to the people of Kappa,it would be foolish to reject this treaty,we urge our farmers to accept this generous empire offer.To protect against possible
federation agression an extensive area will be fortified with senator Torvals garisson."
