Short version
This is not a PC player only tool..
A new player tool that is web browser based has released that can be combined with EDSM use to allow Console users to hunt down high price sale locations...
This tool has been used in beta to find the high sale locations over the last few months but this tool unlike the Excel price sheet system only needs a web browser not Microsoft's Excel app...
Its now out of beta... available to all now to use...

You FIND them before They are even listed on other sites... All the other sites have done is list what this tool user finds after this tool gives the predicted location...
All the miners tool does is show the high prices that users of this tool found... with out this tools users, the high prices over last 2 months would not have ever shown up on miners tool...

Read the long version link... this is a prediction tool used to find the locations that are NOT public yet... this topic is to confirm that its not just another PC only tool released and that CONSOLE users can use it...
