a place to just chill out?

Are there systems (preferably imperial) where commanders gather to just socialize and exchange tips? Other than Erevate and LHS 3447... The Federation doesn't like me right now (nor will they ever i imagine) and has a tendency of interdicting me to shoot me.

Yeah, go to any Starport or Orbitals on Cubeo, there's always a lot of players there, and I have made a few friends by just hailing other commanders.
Just beware, at the moment the system is an interdiction fest. Every ship from any faction will try to interdict you for no good reason.

However, when you do reach a Starport, I'm pretty sure you'll make some friends.

Go to an actual Starport or City, you should see a bunch of players on your sensors.

I wouldn't say there's a place where people congregate for that purpose, but there are certainly systems where I see a lot of players. HIP 20277 has been a hub of activity since ALD was formed, as it has good outfitting and RES. Zeta Horologii is popular for the same reason, but perhaps not as much Open activity.
