Powerplay A Preparation conundrum

So the situation:

BigPower has 250CC to spend. They put 75000 merits into their top pick Groucho, which costs 180CC, and another 30000 merits into their second pick Harpo, which costs 120CC.

LittlePower has 115CC to spend. They put all their energies into Chico, which is 13ly from Harpo, and costs 110CC. Sadly, all their energies amount to only 10000 merits.

The cycle ticks, and Groucho moves to BigPower's expansion list. They can't afford Harpo.

Does LittlePower get to expand Chico, or is Chico blocked by the preparation done in Harpo?

Aisling tried to outprep Patreus once while only using nominations, it was actually successful, but there were many systems above that in Aisling's prep list, so that system was expanded by Patreus.
So I think LittlePower would manage to expand to Chico. :)

I don't know but I thought I would just say I repped for the Marx Brothers alone.

Yes, Little Power gets to expand Chico.

We had pretty much this exact scenario play out in Antal a couple of months ago with Hudson as Big Power.
