There are a few tricks to the trade of hunting down players that I know about.
Putting modules on to their carrier to track the location, or you or someone on your behalf adding them as friend in the game to see their location.
There is also blocking people in order to track their commander name just in case they start a new commander.
I am sure I could discover other ways.

People have done this to me, and I am expecting to be stalked and hunted in the game.
More than this, there is reputation attacks with impersonation cloning and rumors to polarise strangers against me.
I feel I have no option but to begin the game from square one. It is either that or I wage a war against multiple people and assassains for a very long time.
I am a good fighter in space combat. I have killed many. But I feel stress of knowing that I am being watched and tracked no matter where I go, whether or not they are close or not.
I am fed up asking frontier for changes to my account and will ask no more for that favor. Instead I will probably try to conceal myself using my many arsenal of tricks.
My question involves the mechanics of being detected.
"If a person blocks a cmdr, and that cmdr deletes their save, uninstalls the game to reinstall, or gets a new frontier account from square 1, IS my new name still showing to those who have me blocked or added as friend?"
This question is to discover ways to dissapear.
Frontier changed my name but what happened was that my ship names were not changed, nor was my carrier decommissioned fast enough,
and therefore I was tracked again using Inara through the code prefix for my carrier being linked to my new name (even though i began a new inara).
Seems I must begin from square 1.
This is connected to a situation in which a crime roleplay squadron seeks to create a traffic jam on the way to the famous "booze cruise" in Rackhams peak 6500 ly from bubble. The only way in or out is with carrier due to the distance.
They plan to flood a neighboring system with carriers, and create a wall so nobody can go in or out of the rackhams peak system.
Then nobody can jump out of the system and are denied escape.
After this they will demand money from everyone trapped there to be released and they expect to make hundreds of billions in credits from theft and blackmail.
Then they plan to use those credits to hire mercs to terrorise miners and traders to create a reputation of fear.
I was kicked out of that squadron due to a dispute. Apparently while doing a hit, I killed the wrong commander and i got full blame for the controversy.
So to be honest, even though i would not of wanted to risk a ban by trapping and extorting the players, I am in fact telling everyone in order to obtain revenge for the treachery of being kicked out of a squadron that I put a huge amount of work into for followin instruction in roleplay.
But I either wage war against them until they are totally destroyed or I begin from square 1 if I can somehow dissapear.
I have fought many battles against tough enemies, and am not sayin this out of cowardice. But I can think of better things to do than wage a war for the next few months
using a commander name that can never expect to ever be a part of a squadron or group ever again due to the shaming i got from the ordered hit.
That is the last time I join a crime roleplay squadron. Now i blow the whistle and take the straight and narrow path.
