In this video, a new commander flies around in a low risk environment, getting into the basics in an area densely populated with other players, with plenty of opportunity to learn about the game mechanics and advance his skill, while earning (meager) profits throughout.
I suggest something similar be added to the game. Give the player an extra mode to join, accessible from the training menu, which puts them in this situation - and have messages to the player in the main menu recommending using this mode before entering the open universe. Since we have supercruise now, This Iota Cruxis system could be a lone system in a galaxy with only it, and players could supercruise around as part of their training, or there could be multiple instanced locations accessible via hyperspace - to show off that sweet, sweet hyperspace animation.
Players within this training mode would be primarily instanced with players of their own combat rank, or close. Players which take down lots and lots of small, non-wanted commanders (15+), or who take down many (5+) non-wanted commanders every session, would be made immediately hostile to all ships in every instance, and basically destroyed by super mega OP police ships. This not only deters griefers, but teaches players to manage their bounty/infamy in-game.
All assets are completely separate from the persistent universe, but perhaps some of the money from this mode (10% of all earnings, perhaps?) could go to the PU? Obviously a tiny amount of money in the long run, but an accessible and effective way for newbie commanders to make money and establish themselves before moving up the chain.
Hey, maybe this will become a the Elite commander's mini-CQC, too, huh?
EDIT: On Reddit, people have been missing one point - the risk. To iterate on that, obviously no one is risking the starting sidewinder. That isn't a risk at all. You're risking the ships you will eventually get to fly before you get any combat experience, like the Cobra. The Cobra is a multiple-day investment. I often only play an hour at most these days, so that's a huge investment! players might not understand the rebuy system, the costs of losing your ship. Not everyone uses Reddit/Forums.
To reiterate, you're risking time. Having any early-game progress wiped out from an attack on yourself which you don't understand is very demoralizing. Several hours, and for many people, days of time investing into your ship can be lost in the blink of an eye. A small group combat area can help a player understand his threats, rather than a spontaneous baptism by fire.
