If I understand the concept regarding unlocking the engineers beyond these two, it requires getting past level 3.
However, the only builds these two do beyond level 3 is FSD builds.
If this is right, it wasn't thought out too well.
NM, higher grade access is given even with low level upgrades.

It just depends on whether or not you want access to those engineers. Doing stuff to get access to other stuff is not an alien concept in computer games.

Having gone through the engineers unlocking and levelling up process, i would say that it is very well thought out indeed...
