About NPC's... please, explain me how they 'work' in the game.

Hello to all. I'm here since beta 1; didn't play much. Got really involved since beta 3 and now, gamma 1.
I really don't understand how the NPC's interact, on the game. Are they randomly placed or are they, as us, doing missions? Do they get also fined, when the server goes down and they can't complete, they're current mission?

Are they 'living' inside the game; do they take missions from the BB? Do they upgrade they're ships also? If they're somehow random placed when you start the game, well, that's unlogical and kills the immersion. One thing that I really liked on the X games, was that AI players, really existed on the universe doing they're things.

As an example; when I arrive to a system, the solar bodies automatic appear on the radar. The ships just appear after a wile. I've lost almost an hour, following an AI player driving a Lakon (something). I've followed him, inside a system and when he jumped to other systems. My results are inconclusive!
When he arrived to a station and landed. I logged out and logged in fast. Haven't found him anymore. Not in the station, not outside or in the vicinity. He magically disappeared. Was he removed from the game to randomly place, other ships? Did he got out from the station fast, and jumped to other, far away system?

So, are they placed randomly from a database or, really 'playing' too?

I can't see any reason to go to the trouble of programming the AI to follow missions or pay fines or act with any specific goals or behaviour, unless, as catanonia mentioned, they are part of a predefined mission. I would imagine they are entirely random. Also, considering there are hundreds of thousands of populated systems, and there are many AI in most systems I've visited, I'd imagine they are not unique, so I might see "AI player X" in one system and you might see "AI player X" in a completely different system at the same time (but normally you'd never know because you can obviously only be in one place at once).

Certainly the AI is not bound by in-game currency or mechanics of that nature, because I have seen a few instances where an AI ship has been blown up, then the player jumps to another location a few minutes later, only to find the same AI in the same ship!
