So im woundering a few things. my sister is getting this for me as a gift, which is pretty awesome.she want to get the expansion pass first and then the standard beta later down the line. Does she need to log on to my account and buy it threw my account? And can i buy just the standard beta?

The expansion pass will be available through the 29th. Yes you can buy it now and get the beta latter if that is what you want to do.
If you have access to the beta you also get instant access to the Single Player missions right now, in other words you can start playing now.

Perhaps he has an addictive personality and this is a means to wean him off of drinking or drugs.
