Horizons Acceptable mission question

I have both standard missions and passenger missions that are in the "available missions" category but some of them show that my trade rank is not sufficient. Are they ok to take or will they be deemed illegal? Is this a bug. It seems that if my trade rank is not adequate they should be in the "requirements not met" category.

Just means they will be more difficult, interdictions etc.

Just to clarify. Does more difficult include the passengers declared illegal or is it just more likely interdiction?

Ah, sorry.
If the passengers are wanted/illegal, it should tell you this on the mission board.
The recommended rank let's you know how difficult the NPCs are going to be.
