Access to Witch Head and Barnard's Loop?

Is access to these nebulae restricted now? Was there notice of this beforehand?

No, you can get there easily enough, head to Rigel and then Orion. Horsehead and Cone nebulae are locked.

There's a path straight through Barnard's Loop to the Orion dark region from Messier 78, I did it a couple of days ago. You'll hit a wall though, when you get to within about 500LY of the Cone Nebula. I've been trying to get in for two days

are some stars missing then, or just because you need a permit they don't show up? I was at the cone nebula just before horizons hit xbox

I'm about 20 or so jumps from the Orion Nebula. It's my first time in these parts. Maybe we'll cross paths...

The surrounding area was locked with 'unknown permits' when Horizons was released

Is there any explanation lore wise about these big cut off areas. Who even is the in game permit authority?
