Accidental Friendly Fire

Can accidentally shooting a police or navy ship be a warning or at worst, a fine?
I'm currently at the Citadel of Justice for accidentally firing upon a police ship that got in the way whilst fighting.
To be imprisoned nearly 70ly away for a 900cr bounty is ridiculous. I'd fully understand if it was sustained fire that dropped their shield as that's a sign of intent but when said ship flies across my path of fire then it's inevitable they'll be hit.
I fly close to other ships battles and within their fire and get a "ship under attack" message, but I know it's accidental and I know the risks of going too close.
Can it be amended?

If you see police ships ie green on your scanner stop shooting try not to get target fixasion I know I do all the time and it cost you now fly safe

Have you tried looking at the radar when it's flashing like a Xmas tree? It's hard enough when just flying straight to know if something is above or below you, never mind during combat. I'm not saying don't punish it, I'm saying to use a bit of leniency when realising what's intent and what's a mistake.

I guess the main idea here is that you should understand the risks and the responsibilities when your hardpoints are deployed...

Edit: yet another question... How did you get into the prison? Your ship was destroyed? Why you did not escape?.. I just remember myself in such situations, when I see "bounty gained" I just boost away as fast as possible in jump to nearest system with interstellar factors.

I got out of there as soon as they turned on me. It was a megaship and I was helping protect it from pirates. I incurred the bounty and got a wanted status so when I docked at one of the systems stations, I handed myself in. I could of just evaded capture but who needs the hassle of being hunted down unless that's your thing?

I've said it before, they should treat lower sums as fine and higher ones as bounty, drawing the line at perhaps 10.000
By the way, in my case I noticed not the bounty message but the fact that the scanner turned red (I still managed to kill the conda before I exited stage left).

I did

Fortunately, I didn't die. But I got a fine for hitting the megaship with millions of souls onboard but a bounty and fine for hitting the police with shields on his anaconda. So for 900cr, I was hauled off to prison.

Why the double post?

If you're Cordial with the security faction you get a friendly fire buffer where you only get a warning. Hull damage or shield damage greater than a threshold is still regarded as a hostile action.
