Accumulated Bartender Selling

I can only tell you from experience that it might be best to save up all the data and sell it in one go.
Between Upgrades 5 & 6 I had sold 16 Opinion Polls to the Bartenders in my travels. This was to unlock Kit Fowler. With Upgrade 6 the amount needed dropped from 20 to 10. I never received an invite for what I had sold. I'm guessing that everything was zeroed out with the upgrade. I'm back up to 5 Opinion Polls again but they now seem harder than ever to find.
TL;DR: wait and sell everything at once.

I would have to agree with this as the same thing happened to me.
Your better off holding onto them until you have the full amount.
You could try selling one to trigger the check again. Obviously at your own risk.
I don't know. With all the 'funny things' happening in Odyssey right now I'm almost afraid to try. But I'll mull it over. You might be right.
Assuming this is for unlocks?
ALWAYS take screenshots and sell in one scoop - if it doesn't work you have a single point-of-entry for getting a ticket submitted. Selling them piecemeal would be more problematic (multiple logs etc.).
Are you asking because you're running out of inventory space?
Also, for engineer unlocks, you need to have progressed to the correct state for items to be considered. For example, if you've not unlocked any engineers at all, there's no point submitting data (for example) to Wellington Beck.
All we can say is keep going - and next time wait until you have enough.
All hope is not lost though - your logs should enable you to pinpoint when you sold them, and raise a ticket if it doesn't work when you do sell the total (correct) amount.
I sold one of my Opinion Polls and, after relogging, it did unlock Kit Fowler. That's a big load off my back. Now I've got to gird up my loins and try my hand at serious burglary to unlock Terra. It's off to an Anarchy system! 
Another warning about Fowler: I had "stolen" and regular Surveillance Equipment in my inventory when I went to him. He apparently ate the ones marked stolen and they didn't count towards the unlock.
