I noticed that the Accuracy Mod improves the 'hip fire' sway of a weapon
Does this mean it is useless if you are using a scope for the shot....?

Yep. Does nothing if you aim down the sights.

Which is not the same thing as a scope though.

How can you use a scope without aiming through it? Anyway, the Scope mod is a different thing, increases magnification.
