Active Helicopters. Why are all the helis perma landed??

(UPDATE: It appears they do, just NOT in the campaign whatsoever. So likely a bug.)

What the title says.
In the previous game when you sent out an expedition, the helicopter actually left the pad. When visitors arrived at you park, a helicopter landed on the arrival pad. (In the JP dlc at least.)It was immersive and neat, and was even a thing in JP:OG. So what happened that turned the helis beyond the capture teams into stationary props?
This is going to be glaring to anyone that played the first and probably to everyone else too regardless.

The helicopter arriving to the park in JP is iconic, so it's very strange and off putting that all the helis in this sequel are just props and you never see them come and go from your prehistoric wonderland. Especially when so much else was improved upon in this sequel, it's just odd that you guys decided to take a step WAY back in this regard.
