To encourage explorers to scan everything when they are in a system, add a bonus percentage for the credits received upon turning in the exploration data. Say, 20-30% or so?

That's not worth it, time/money efficiency wise. The majority of systems you come across has very low value planets. Ice balls and worthless rocks with a smattering of gas giants. Even a 20-30% increase on the income from those systems/worlds is probably not enough to justify scanning them all. It'd be a great boost in income from the rare system with a good few worlds, but it would keep the worthless systems unscanned.
