Add fuel transfering function to Fuel Scoop

I think the fuel limpet controller + fuel limpet is not compatible with most builds (combat, mining, exploring), sacrificing an Internal Compartment it makes effective only in dedicated people that actively look for distress calls. For example, collector limpets are very compatible with combat(pick quickly items from destroyed vessels before reinforcements arrives) and mining builds(it just make the mining role less painful). People that see distress calls, they just ignore it because they have to return to a station to refit their vessels and it not worth it. Mostly all combat and explorer builds have fuel scoops, it would be great to give it the function of fuel transfer for an individual vessel. Im not saying to remove the fuel limpets, but just leave it for dedicate roles to quickly refuel multiple separated vessels in a fleet (convoy roles?).

The fuel transfer can be like the Cargo Scoop minigame to get the items in space, but more like to emulate real life in-flight refuelling, trying to line the fuel arm to the desired vessel's intake point.

The fuel scoop is basically a electromagnetic field generator that guides super heated plasma from the stars surface into the fuel intake, refueling from another ship isn't something that even comes close to a function that a fuel scoop could do. Apart from that, the entire point is that a refueling ship is a specialised ship, specially equipped with hardware and equipment to refuel other ships in flight, sort of like those fighter jet refueling aircraft with the long hose and tank and etc.

In flight refueling shouldn't be compatible with all builds because that's not what they are built for. if a ship is built for combat the last thing you need is to hang around refueling other ships that haven't got enough fuel. And if you are going to do that you need to fit extra fuel tanks otherwise you will run out of fuel.

So I am afraid my answer is no, specialisation is what modules and limpets are designed to encourage, otherwise why didn't the devs make just one ship that can do everything?
 
On the other hand, i would very much support each and any ship to have a fuel transfer limpet controller integrated into the ship for free, along with having space for two to four limpets along.

Reasoning behind that:
1.In terms of realims, it would be just along the lines that you have to have a warning triangle and a first aid kit in your car. Along the same line the pilots federation might require each ship to have the capability to transfer at least some fuel to another ship.

2. In terms of gameplay, we currently have some things in game which are of very low value. My first thought here are distress calls. Sometimes those contain ships which need refueling or repair. But in many other cases, it's a trader under attack by pirates. Now let's look at the options.

2.1 Somebody flies around in a "rescue ship", complete with fuel transfer limpet controler, repair limpet controler and cargo space to carry limpets. He indeed can help the broken or empty ship. But he'll have a problem if it turns out to be a pirate attack. Mind you, not everybody is a seasoned veteran in a fully engineered, ship. Those distress calls could be good content for all player, but if people early on "learn" that they are traps, it turns into dead content.

2.2 Somebody enters in a combat ship. He can fend of the pirates. Mind you, the goal is not just to kill them, but to take them down before they destroy the merchant ship. Which is a higher requirement than most combat in the game, where merely outlasting till the enemy dies is good enough. But as his ship is built to that, the NPC out of fuel or in need of repairs just gets a shrug and the player has to leave again, unable to do anything. Which again is not such a fun experience, resulting in these players also "learning" that distress calls are no fun and ignoring them.

You can't and should not turn any ship into one able to handle any combat challenge. But by making those limpets default equipment, integrated and not removeable, this content would be more useful for people in combat fit ships.

3. I don't really see this colliding with balance. No ship will be so much more powerful by having a few fuel transfer limpets on board. Even a few repair limpets won't make a real difference, as they really are only useful after combat or when you are fast enough to get out of combat for a while. Additionally, by just bringing like two or four of those limpets, they won't be a gamechanger. Specialized refuelers like the Fuel Rats will still want ships with more cargo space, to bring a sufficient ammount of limpets. (While the slots previously used the transfer limpet controller might turn into another fuel tank. )

The change would really only clear up slots in a very small number of ships in game, which have very specialized setups. And i think that these ships would just profit from having a few more slots, while not creating any balancing problems.
 
Given that limpets are generic "limpet drones" that get programmed, a Multi-Purpose Limpet Controller module that takes one slot but gives you Collector, Repair and Fuel options in your fire groups (I'd suggest Prospector is a little too specialist and should remain as a dedicated controller only) would be a great value-add, for a suitable high cost vs a single purpose controller of course.

There are fuel transfering limpets, so.... I mean, it's okay the way it is.

I think the way it works now it fine. Having the ability to customise my ship is part of the game, if I am playing pirate, it would be a little weird to then go help someone with fuel (I guess i could fill them up and then steal their stuff :) ).
 
Then I just leave the job to the dedicated ppl that go around looking for pve distress calls. Must be plenty of them.
If you want you can do that too, but it is a nich part of the gameplay and you would have to go looking for it, but that is the beauty of the game, you can have how many ships you want, fit it the way you want to suit your needs. I created a rescue hauler to go looking for occupied escape pods in remote locations and then turn them in to the rescue contacts just because I could.

Glad i mention PVE distress call to avoid someone to refer to the Fuel Rats as an excuse.

People that fit their vessels to be able to refuel another one, they just handicap themseves if they want to do another task along the way, that why I point out that put a refuel feature to an existent role (combat or explorer) would be a nice idea. Yes sure, I have a full combat ship, i'll go to a distress call, kill them pirates and then leave the stranded ship, because someone else will do the job to refuel it :). Now that we are at it, miners should lose those pesky collector limpets to get the minerals and leave the job to the dedicated ppl that loves hauling stuff for another person :). I forgot, some pirate have collector or hacking limpets in their builds, get rid of them too please :).

Setting up your ship is part of the game. Every ship having the ability to refuel leads to the question, why not have all the limpet controllers a default.

I have a ship that i use to search system signals. It has refuel fitted so i can do refuel distress calls as well. But none of my other ships do.

Having the ability to customise your ship and accepting that sometimes that will handicap your ship is part of the fun of building your ship. Otherwise everyone would just be in "cookie cutter" ships and there would be no variety.

Stop insulting the Fuel Rats!

Carrying a fuel transfer limpet controller and some limpets may be the prequisite of being a Fuel Rat. But it's on the same level as "having legs" might be a prequisite for being a top league soccer player.

Their actual merit is not in having one piece of equipment on their ship, but their whole organisation, logistics, dedication and the length they go to save a ship. That's what they should be admired for, not that they carry some equipment.

And on your posting with dedicated ships: I think that Distress Calls should not be so specialized content that only a few people in very specialized ships should ever respond to them. They currently are basically dead content.

You might actually be the one player who built a ship specifically do do them, but then: how often do you actually do that? Dedicatedly roam a system looking for distress calls? Then compare how often you fly past a distress call, not caring for it due to having the wrong setup?

The proposed change would make this content a little more accessible. It sure wouldn't be enough to turn it into premium and frequently visited content. But at least it would be more accessible and add to the flavour of the world.
