Have a setting which detects language which you have been sent and automatically translates it locally. Basicly instant google translation within Elite.
Now that IS the kind of thing that could be in the store. As to putting it in the game as standard issue, you need to give it a few years and a lot of hope.
However: English IS the universal language for pilots across the planet.
