Add option to rearm in space using cargo

Let us carry ammo in our cargo hold for rearming.

Rearming in space requires

• transfering the ammo from the cargo hold to the weapon bay rearm slots
• this can be done via EVA or an optional autoloader arm, either as an upgrade or provided with each ammo container
• your shields to be disabled
• your speed to be zero
• be in normal space
• (optional) you need to completely power down your reactor

Ammo replenished could be done per bay. This could be 1t of ammo for 1/4th, half or full ammo for one weapon bay, needs balancing.
