ADJUST CAMERA ANGLE?

I feel stupid but i can not figure this out. Certain parks open with the camera flat with the earth or super above it. How do I adjust the angle? All i can seem to do is zoom, rotate and move....

Is possible you can rotate in free mode with middle button or using right and left mouse buttons. Is this?

You can toggle Free Mode with [T], maybe this helps you.
