Engineer Farseer only. They are in her outfitting section, so they do not need to be crafted, just bought.
So can't get MA's are in?

Meta Alloys BTW, the pods released by barnacles when you destroy their spikes.
All known barnacles are depleted apparently and there might be a bug since even if you find one intact, the spike containing a pod does not release the MA.
However Darnielle's Progress in Maia apparently sells a few MAs from time to time...

Nope.
Yes, it's just in outfitting as usual. The drive tuning mods you'll need to get a meta alloy for, though.
At least, that's how it was in beta.
