Advanced Mine Laying

It is rather dangerous to use mines in combat if there are more ships than you and your opponent, or when you have to expect system police jumping in.
What happens too often is, friendlies are running into your mine and all of a sudden the whole battle ground is hostile against you.

What I want to see:
Mines get a friend/foe recognition and blow up only when it is a hostile ship getting near (or only the one locked as target by you at the moment it was ejected).
In case you don't want to touch existing system with its shortcomings, make it so mentioned recognition is offered by engineering, as an experimental effect, if nothing else.

Or reduce the effect mines have on friendlies. They should not all become hostile and fight you. It should be clear the mine was not aimed at them and it is an accident or pilot's fault running into one, you are not to be blamed.
So their relation to you would not change in battle.
A fine is perhaps okay, but no warrant which requires to break off a mission and return to a factor to get that warrant removed.
