Advice For a Mission

I'm based in Merope. Scanned a satellite (I think it was near Obsidian Orbital) and got a message in COMMS. Basically said, there were unknown transmissions over the network and they were sending the results to Electra.

I looked and there is a system named Electra so I went there. First thing I saw was a "Unregistered COMMS beacon." Went there, scanned the beacon and nothing happened.

Am I missing something? There are satellites in the system I scanned, but they only gave me scan data for engineers. Where do I go from here?

The rift, conflux and gap unregistered comms beacons go off at certain times. A quick google suggests your beacon should broadcast at 10 past the hour.
