Hello CMDRs

Is it possible for 1 x player to take over an Asteroid Base and become the controlling Faction?

Yes is the answer. Just support a specific minor faction and boost them to take charge.

Calculate the % needed to take control from whoever has it. If they own more than one asset you may have to do a series of wars, perhaps boosting others to challenge them for the rest, leaving the asteroid base for you to take over.
