Advise please CMDRs

So a little after 1.3 I had a week of work and hammered the game. I feel I burnt myself out on it a bit and have hardly played in a month.
I still love elite and know I will get back into it but for the moment I had run out of personal goals.

Well im coming back with some free time coming up the weekend and have a couple of questions..

by by trade I pirate but I'm looking for say 50mcr so I can push on to a nicely specced Python. I hate trade so I'm looking to NPC bounty hunt.
My question: I've not dabbled in PP yet, is there anybody I can align with for bounty bonuses? Is the best place still RES?

do I hunt in home systems or opposing systems etc?

should I stick to CGs as they have always paid me well?

im not a noob so no need for tuts or simplistic advice. I'm looking to maximise my income bounty hunting and open to aligning myself with any dirty dog to get bonuses etc. Archon himself would approve of this devious behaviour.

A. Lavigny. Duval has a 20% bonus on all bounties and combat bonds cashout, if you pledge to her and get to the second rank, you get a 20-50% further bonus on top of that depending on her position in powerplay. if you get to top rank its 100%. The pledge bonus is on top of her control system bonus, so right now im getting 60% bonus Cr from all bounties and CZ bonds from her control systems

Much work to get to rank 2? I can't deliver stuff that kills me so can I rank by killing? No point in asking about top rank as this is a means to an end.

rank 2 is a measly 100 merits, thats like 30 minutes of undermining... undermining is basically going to an opposing faction power's control system and interdicting and shooting down supply ships. They are supply ships so are poorly armed. should be a cakewalk unless you get caught by local security / commanders. Youll also get a bounty but thats pretty irrelevant here anyways
