There is no permit required to do this community goal. However, the surrounding permit locked space makes it hard to plot a route.

Try going to Shenve (in the Witch Head Nebula) then plotting a route.

You sell them to the commodity market. Notice the demand numbers? Those are artificial, created for the CG.
